In 1993 Alberta Environmental Protection released the ‘Alberta Environmental Protection and Enhancement Act' which requires that all well lease and oil pipeline sites are to be reclaimed to their original state. Properly separating the soils in the first stage makes the final reclamation stage easier and more precise.
With earlier solutions, the operator needed to continuously re-asses the situation to determine whether the shanks were digging in too deep or deep enough to pull the topsoil away from the subsoil. Also earlier equipment had been less than elegant and too costly. Commonly, a bulldozer tows a "ripper shank" that tends to create boulder-sized chunks and topsoil often gets mixed with underlying waste. Pipelines use sharp-toothed buckets that revolve on large, mobile wheels.

Introducing the Frozen Topsoil Cutter (FTC), made and manufactured in Canada by Frozen Topsoil Cutting Ltd. The Frozen Topsoil Cutter (FTC) is unique because it controls the depth of topsoil salvage with a series of shanks and discs in a ‘V-shape' configuration. The FTC allows the operator to simply hook onto the back of a Cat and set the depth control ski to desired depth ( 5 - 25cm) and the skis do all the work. This allows the operator to remove the topsoil in one pass instead of three or four.
